本书论述了新中国财政70年发展改革的历史进程，即从经济建设型财政到公共财政的巨大转变。首先从纵向描述这一转变的历史进程，然后从横向财政体制、财政职能、财政预算等各方面阐述这一变化的实证。为了更好地体现历史性，在各卷开篇都加上一章“旧中国的情况介绍；结尾则写到党的十九大——因为十九大将总结历史、指引未来，对丛书写作也有指导作用，具体时间节点可以写到2018年的“两会”。本丛书是作为抓人民共和国建国70周年的献礼图书，因此以正面介绍经济社会发展成就为主，对于历史失误和教训，虽不回避，但也不过分展开，尤其要避免情绪化表达。四是在保证学术规范、表述准确的前提下，尽量做到生动性、可读性。
