《论海洋自由》共有十三章，可分为四大部分，第一部分含第一章，为总述，是其理论或原则的概括，提出了自由贸易和自由航行的观点。第二部分包括第二章至第七章，主要论述海洋自由：第二章至第四章主要从发现、教皇赠送和战争等三个角度论述葡萄牙人对东印度无主权；第五章至第七章也主要从占有、教皇赠送和时效等三个角度论述海洋及其上的航海权不属于葡萄牙人。第三部分为第八至第十一章，主要论述贸易自由权，其中第八章是这四章的总述，第九至十一章，分别从发现、教皇赠送和战争等三个角度论述与东印度的自由贸易权不属于葡萄牙人。第四部分即最后两章是总结，一方面否定葡萄牙人的行为，另一方面要求荷兰人坚持自己的贸易权利。
